CEPTIA made itself look like a joke, but that was H.H.O.S. — its campaign was very successful against explicit pay toilets. However, that Starbucks operates a system effectively equivalent to a pay toilet, but with a different form.

If a restaurant owner complains, "There are too many people walking by our location, so it's unfair that we have to let so many use our toilet," the best response is, "How about moving to a location with less foot traffic, then?"
