Making someone sit still for 3 hours answering questions, and accusing per of cheating if perse fidgets, while threatening jail if perse does not answer, is a subtle form of harsh interrogation — a psychological equivalent of a "stress position." The polygraph itself might not be necessary.
However, it won't cause real injury. Perhaps using it to get confessions of parole violations is acceptable.
