The UK thugs will stop monitoring some registered sex offenders who are very unlikely to commit a sexual crime in the future.

If only 0.13% of the people in the list ever commit a sexual crime, you could conclude that the list is very effective. Or you could conclude that most of the people on the list were put on it through hypercaution and it is mostly useless.

We know that in the US people have been put on the sex offenders list for bad reasons.
