I did this mistake a month ago, but I did have a backup so after a lot of unsuccessful tries, I managed to restore the old notices with the new ones :D !vivalafederation

#NoteToSelf : NEVER RUN scripts/fixup_utf8.php, it will cut all the notices, groups description etc where there are non UTF-8 chars !
