Rich people in the UK really believe Corbyn will tax them, so they are preparing to move their wealth out of the UK if Labour wins.

I expect that this report is meant as a threat, hoping voters will think that driving them out of the UK would be unfortunate. But that is a mistake. Those rich people use their wealth to dominate countries politically.

If the UK can't tax their wealth, it should at least drive them out. Then it should pass laws so that they can't use that wealth to control politics there.
