The troll's agents in the FCC are trying their best to let prison phone companies gouge inmates and their families mercilessly.

The people that run those companies will exploit any loophole, even one that doesn't exist (because it will work until a court says it isn't valid). Prisons should not be allowed to charge prisoners for their phone calls within the US — calls are so cheap that there is no point in doing so.
