Nonfree software makes prohibition easy

Indonesia has prohibited messaging apps that permit use of LGBT symbols.

You can blame this on proprietary software. This prohibition is effective because the apps are proprietary software and can restrict what users can say. A state would find it a lot harder to restrict people through making demands on free software.
