The article is propaganda in favor of massive surveillance, presenting it as an exciting advance in technology. Since the city tracks boats and tides, it implies, of course it should track you and me also.

But they won't track me, not that way, because I don't carry a personal tracking and listening device. This tracking is one of the two reasons I don't.
