It appears that Russia is violating the Intermediate-Range Nuclear Forces Treaty with a new cruise missile. What should the US do?

It is pertinent that the US has extended NATO, bringing in countries at Russia's border, and proposed to include Ukraine and Georgia. That's not an excuse for breaking the treaty, but it is a foolish and threatening practice, and implies that the US too should take steps to back off from confrontation with Russia.
