The University of California system has refused to resubscribe to Elsevier journals.

The cause of this decision was something shallow — disagreement about price. The UC system lacks the courage to reject paywalled scholarly journals in order to put an end to them. Nonetheless, this could pull a big brick out of the paywall system, as I've called for since 2001, and moving to free/libre scientific publishing.
