The inconveniences of a slowly declining population can be handled. Population increase is leading towards disaster. Chine is still increasing its fossil fuel use, and (I suppose, since it would be hard to do otherwise) still intensifying agriculture. But not nearly as much as it would be doing if it had millions more people.
