Car traffic is choking and polluting Mexico City, and the city is unable to cope.

The obvious solution is to put a high tax on cars and gasoline, spent on thousands more buses and on additional train lines. However, people are reluctant to trust a government to collect the taxes if they don't expect it to spend the money properly.
