The FAA ordered Boeing to "commit to real and profound improvements" in its quality control.

I expect that the change needed would include more staff working at a somewhat slower pace -- in Boeing and its subcontractors. It will be difficult to achieve that. Boeing may need to buy its subcontractors so that it can have sufficient control to ensure that agreed-on reforms truly occur.
