Biased, inconsistent, and inscrutable decision-making

"Before humans become the standard way in which we make decisions, we need to consider the risks and ensure implementation of human decision-making systems does not cause widespread harm."
This simplistic argument is only half-right. With algorithms, we can insist they are nonbiased, consistent, and transparent — but in many cases institutions don't bother to even try. We need rules to insist that this be done.
