Biased, inconsistent, and inscrutable decision-making

Computerized algorithms are not the only decision-makers that can be biased, inconsistent and inscrutable. "Before humans become the standard way in which we make decisions, we need to consider the risks and ensure implementation of human decision-making systems does not cause widespread harm."

This simplistic argument is only half-right. With algorithms, we can insist they are nonbiased, consistent, and transparent — but in many cases institutions don't bother to even try. We need rules to insist that this be done.
