Palau has banned commercial fishing on most of its waters. The protection needs to be rebalanced, because people have entirely stopped catching tuna and now catch the more rare (and more easily threatened) reef fish instead.

People should not draw the simplistic conclusion that marine protected areas are a bad idea. Stricter protection on reefs, along with allowing some additional area for fishing for tuna, might correct the problem.
