Iraq and Iraqis are unwilling to host US troops so they can "watch" (spy on and menace) Iran.

There is no valid reason to keep US troops in Iraq any longer. PISSI no longer holds territory; what remains of it is underground and calls for policing rather than war. It is time to pull them out.
